中国海洋环境现状及保护对策--国家海洋局(论文摘要)

   摘要：本演讲介绍了中国海域自然状况，海洋环境保护方面的国家法规、政策和规划以及近年来的工作发展。指出了中国海洋环境面临污染加重、灾害频发、生态环境破坏等多种问题并分析了其原因。在此基础上，提出了今后一段时期海洋环境保护总体目标、主要政策和具体对策，包括加强宏观政策、控制陆源污染、实施重点海域整治、加强海洋生态监控和赤潮监测、提高海洋环境监测能力、推动海洋生态保护和建设等。

    Abstract: The speech made a brief introduction of the basic nature condition of Chinese seas and summarized the national laws, regulations, policies, plans and recent achievements of marine environmental protection in China. The speech pointed out that land-source pollution, nature disasters and ecological degradation etc. were the major challenges of marine environment, and analyzed some causes of marine environment issues. On the base of analysis, a series of master goals, main policies of marine environment protection were raised, some measures for marine environment improvement including enhancing macro management, controlling land-source pollution, implement key sea areas restoration, taking precaution against red tidal, improve marine environmental monitoring capacity and promoting marine ecological and biodiversity conservation also were formulated.

    中国海洋环境面临的挑战及原因，中国海洋环境面临的挑战，近岸海域环境污染仍然严重，陆源排污严重污染近岸海域，海水增养殖区环境不容乐观，海洋赤潮灾害频发，近岸海洋生态环境脆弱，海岸侵蚀灾害严重。中国海洋环境问题的原因：沿海地区经济高速发展产生巨大的环境压力，海洋环境保护缺乏宏观规划和法规标准，海洋环境保护资金技术短缺，监督管理机制还不完善。

    今后一段时期海洋环境保护主要政策：以科学发展观为指导制定海洋经济发展与环境保护的宏观政策，控制陆源污染物排海，制定实施重点海域环境保护规划，加强海洋生态监控区和赤潮监测工作，加强海洋环境监测和能力建设，加强海洋生态保护。

    让我们共同努力，保护好这片蓝色国土！
